Thailand’s leading mobile operator, Advanced Info Service (AIS), plans to invest USD 43.35 million in Lao Telecom, a move that would give it an indirect 24.01% stake in one of Laos’ major telecommunications providers.
How the investment is structured
AIS will make the investment through its subsidiary, AIS Inter Venture, which plans to acquire 49% of Singapore-based Shenington Investments. Shenington Investments currently owns 49% of Lao Telecom, resulting in an indirect 24.01% interest for AIS once the transaction is completed.
The Lao Government will continue to hold its direct 51% stake in Lao Telecom. Gulf Space Technology, a Thai satellite and telecommunications company, will retain the remaining 51% of Shenington Investments, representing an indirect 24.99% interest in Lao Telecom.
Expected completion by the end of 2026
AIS announced the plan on 21 October 2026, following board approval on 20 October. The parties have not yet signed the final agreements and expect to complete the transaction by the end of 2026.
Lao Telecom’s position in the market
Founded in 1996, Lao Telecom provides mobile phone and internet services across Laos. The company reported more than 3.1 million mobile and fixed broadband customers in early 2026. It competes with other operators in the country, including Unitel, backed by Vietnam’s Viettel, as well as ETL and TPlus.
Laos’ growing digital market
The proposed investment comes as internet use continues to expand in Laos. Results from the 2025 Population and Housing Census showed that 69.8% of residents aged 15 and above had internet access. The census recorded a resident population of 7.24 million.
AIS’s planned investment could strengthen cross-border business ties in the telecommunications sector and give the Thai operator greater exposure to Laos’ developing mobile and broadband market. However, the transaction remains subject to the signing and completion of the final agreements.
