Laos Lists Record US$500 Million Bond in Hong Kong, Enters Global Bond Index

-

Laos has taken a significant step toward deeper participation in international financial markets after listing a record US$500 million government bond on the Hong Kong Stock Exchange and securing its first inclusion in the Emerging Markets Bond Index (EMBI).

Strong demand for landmark bond

The bond was officially listed on October 29, 2026, at a ceremony led by Deputy Prime Minister and Minister of Finance Santiphab Phomvihane. The 5.5-year bond attracted orders from 86 investors across Asia, Europe, the Middle East, Africa and the United States. Subscriptions reached 2.9 times the amount offered, indicating strong interest from international investors.

First inclusion in a major emerging-market index

The issuance also marks the first time Lao government bonds have been included in the Emerging Markets Bond Index, a benchmark followed by international institutional investors. The inclusion is expected to raise the visibility of Lao debt securities and may help broaden the country’s investor base.

Credit rating upgrade adds momentum

In a further development, S&P Global Ratings upgraded Laos’ sovereign credit rating from CCC+ to B-. The improvement, following a review involving the Ministry of Finance and other relevant parties, signals progress in the country’s assessed creditworthiness and economic and financial management.

Opportunities and challenges ahead

The Hong Kong listing gives Laos another financing channel, provides a pricing reference for potential future international bond offerings and could help other Lao issuers explore access to global capital markets. However, sustaining investor confidence will depend on economic stability, prudent debt management, transparency and the government’s ability to meet its financial commitments.

Together, the bond listing, EMBI inclusion and credit-rating upgrade represent an important milestone in Laos’ engagement with global investors. They create new opportunities, while underscoring the importance of sound long-term fiscal management.
